Description

The Department of Lands is recruiting for a full-time Lands Program Manager - Urban and Community Forestry located in Coeur d'Alene, ID.

Example of Duties

The Urban and Community Forestry Program Manager develops guidelines and standards for implementing and overseeing a statewide community forestry program; provides staff support to the statewide Idaho Lands Resource Coordinating Council; develops state program budgets and priorities; directs city program development to assure compliance with national requirements; sets priorities and authorizes funding to communities through administration of targeted grants; provides liaison with private and public forestry programs, and state and federal agencies; manages and supports a statewide community tree inventory program; creates and manages projects; develops and presents technical material relating to urban tree management techniques.

Additionally, this position oversees two contract community forestry field assistants.

Minimum Qualifications

Good Knowledge of:

  • Urban and Community Forestry.

Experience:
  • Analyzing land management program issues, making recommendations and writing reports;
  • Developing programs including establishing goals and strategic direction, budgeting and evaluating results;
  • Working with various groups, individuals and interests to develop understanding, acceptance and support for a program;
  • Using Geographic Information Systems (GIS).

Supplemental Information

Desirable Qualifications:

  • Possession of Bachelor's degree or higher in Urban Forestry, Arboriculture, or related major;
  • Working knowledge of Geographic Information Systems (GIS);
  • Working knowledge of geospatial tree inventories and canopy assessments;
  • Strong writing skills;
  • Strong planning skills;
  • Supervisory experience;
  • Experience creating and writing grant proposals and managing grant-funded projects;
  • Experience working in or with State and Private Forestry state programs such as Urban and Community Forestry, Forest Stewardship, Forest Health, Forest Legacy, or Landscape Scale Restoration grant projects.

Under the direction of the Idaho State Board of Land Commissioners, IDL manages more than 2.4 million acres of state endowment trust land under a constitutional mandate to produce maximum long-term financial returns for public schools and several other State of Idaho institutions.  Leases and other contracts are used to authorize revenue generating activities such as timber harvest, grazing, farming, mining, commercial use, residential use, and conservation in a prudent and sustainable manner.
 
Managing endowment trust lands is only part of our story. We also protect public resources such as water quality, fish, wildlife habitat, and recreation on public trust lands, and ensure the protection of water quality and other resources by overseeing forestry and mining practices across all ownerships in the state. We also work to reclaim abandoned mines in Idaho. One of our most important resource protection responsibilities is fire prevention and suppression.  We also provide assistance to landowners to manage their forest lands, work with communities to plant trees in urban settings, help keep working forests working through the Forest Legacy Program, and work with many partners to promote healthy forests on a landscape level. IDL also is the administrative arm of the Idaho Oil and Gas Conservation Commission.

Please describe your experience developing natural resource or urban forestry-related programs including establishing goals and strategic direction, budgeting, preparing reports, evaluating results and making recommendations. Minimum Qualification: At least two (2) years of experience developing program or project goals and objectives, writing policies and procedures, preparing and monitoring an operating budget and evaluating outcomes, preferably in Urban Forest Management, or related field. Minimum Qualification: At least two (2) years of experience working with various individuals or multi-interest groups potentially impacted by proposals, to gain consent or support. Applicants should include experience in public speaking, negotiation, and mentoring/teaching of new programs and procedures. Describe your experience (including field experience) analyzing land management issues, making recommendations and writing technical reports in the following forest management areas: urban forestry canopy assessments and inventories; urban forestry management plans; and making recommendations on urban and community forestry programs scaled to community size, needs and resources. Minimum Qualification: At least two (2) years of experience analyzing forest management issues, making recommendations and preparing written technical reports. Provide specifics including how applicant identified issues, reviewed the background and history, developed and analyzed alternatives, and recommended a course of action or options. Specialty Area. Describe your experience using Geographic Information System (GIS) software, especially ESRI applications (ArcGIS). Include your experience using Global Positioning Systems (GPS) and electronic data recording devices. Include both office and field experience. Along with the computer software, describe your experience with reading legal descriptions, maps, and using a standard compass. Minimum Qualification: At least one (1) year experience analyzing and collecting resource data using GPS, electronic data recorders, GIS and other computer software programs.
